If he ever did say something, it would have to be in the context of a joke. Like, if Shepard was complaining about how her romances always go down the drain, and he replied with, "that's because in the back of your mind, you keep comparing everyone you date to the awesome creature that is me. It's not fair to normal people, they just can't compete." It would be a perfect opening for Shepard to hint in the direction of actually agreeing with that statement in a way.

Shepard. I've been wanting it for years. He's just so much more interesting than most of the other romance characters. We've never seen his like and won't again. He's just
Joker. I like him the best.
