It would be very difficult in deed. But this is a important part of the romance-arc. You can hit on them, and you can leave them. You can even cheat on them so it's a must that it's possible to do in game.
Hmmm... I have this feeling that one of the reasons for Joker not being a LI in ME2 was because he was not meant to be able to get into that kind of conflict with Shepard and he is very much needed to fly the Normandy. So how will this be solved? If Shepard leaves Joker, what will make him stay on the Normandy and fly the plane? We need him to fly the plane, but for him to be a LI there will be most likely be a option to dump him.
I start thinking about weird things when writing reports.

Okay, in all seriousness, Joker said he'd never date crew and probably for a good reason - emotions can get in the way of a job. If M!Shep romances Ashley, he will most likely save her on Virmire. HOWEVER, that is against regs. Shepard should have saved Kaidan, a commanding officer. Emotions got in the way of rules.
If Shepard goes out with Joker, then - hypothetically because we'd NEVER do it - dumps him, emotions would be crazy. When someone like Joker plugs up his emotions, then something horrible happens, things tend to...well...go downhill. Sharply. With a job like Joker's, he can possibly put his emotions aside because he needs to focus; but alone...run like hell.
