If you romanced Kaidan in ME1 and speak with Joker after Horizon and in the dialogue wheel select the answer that means something like "it went ok but the relationship is over now" Joker tells you first that he is glad that Shepard is not in a bad mood and that there is a reason why he does not date crew members.
The question is if this is just a general attitude of him or it could mean that he does not date crew because he wants Shepard.....
Concerning Joker and Kelly or someone else: I must admit I would be terribly disappointed if there would be a Joker romance with Kelly or someone else and not Shepard.
But with all the Jokerfans and Kellyfans I think Bioware would not do this because then Kelly fans would be unhappy that there is no Shepard - Kelly romance continuation and Jokerfans unhappy because there is no Joker-Shepard romance.... and additionally, Kelly and the rest of the ME2 crew can die in ME2, while Joker is alive and for import of a ME2 savegame Shepard has to be alive too.
So a Joker-Shepard romance is less problematic as a Joker-crew romance where part of the crew maybe dead.
And it is more reasonable that someone like Joker who isn't a "people person" (he says in ME2 if you ask him about the crew/squad that you should not ask him but a people person) fall in love with Shepard who is his friend since ME1 and saved his life then with a new squad/crew member in ME3 that he has not seen before.
