I see what you mean, in the sense that, if Jacob were the hero of the story, he would prove himself in the end. But he's not, so the hero (Shepard/player) has the opportunity to step up and be that guy.

However, I believe that impression, though totally predictable when you think about it, was a completely unintended consequence. Someone at Bioware just didn't take femShep into account. So as far as I'm concerned, it doesn't mean anything for ME3.
As I see it, it's a prime example of what Hanlon's Razor is about: Never attribute to malice that which is adequately explained by stupidity.

His romance starts out so strong-- easily the strongest in the series behind Liara -- then it goes south with the Shep-Taylor sex crazed flirting.
Jacob gets a really bad wrap, and I don't blame him for it, but his romance (like Miranda's) could've been so much more.

Or they just didn't do a good job writing for Jacob, in the romance or elsewhere. He's hurt by Miranda's prominence in the game because he ends up feeling like an accessory to the main plot as well (Lazarus, Suicide Mission). He also doesn't have a strong point of view (@ Dr. Doctor, lol

I've certainly heard that part commented on frequently. The Miranda romance does have its issues, as we've discussed many times here. I've never found that getting into it was really one of them, though. Rather, I want more depth once I'm in it.
I'm optimistic that ME3 is really going to improve on this, though.

I think she doesn't talk about him because at first she is being professional, she doesn't want to share personnal feelings with Shepard, moreover, they shouldn't interfere with the mission . With Jacob' LM you can see that she has definitely moved on from that . Then if you choose to romance her, well why would she about him lol ?
