The line IIRC is "everyone needs to know that you're mine" while I understand that Miranda can be blunt at times, this is a little too much.
I thought it was fitting it spoke to the core of the character. It was forceful, possessive and intended to be intimidating. She invested emotion and time into Shepard, and to play second chair is not something she would take lightly. In fact I'd go so far as saying that Miranda wouldn't let someone go or be "done" with them until she decided so.
To think that Shepard could appeal to her, someone with a grand image of herself, and also be interested in Jack --A mad person in her view who has many problems to the point of being the epitome of defunct-- or Tali --Someone she probably considers insignificant or of very little consequence to their work-- might be quite the insult.
So I think there are a few thoughts and emotions fueling those remarks.

Well Jack's my true favorite so I can understand how other people would see her. And whether you like Tali or not its very hard to deny that she's effectively the "kid" on the Normandy and I'm rather certain Miranda would see her as much.

Miranda:Put her in the engine, EDI can keep an eye on her there, make sure she doesn't break anything important.

Agreed. How much it actually speaks to the "core" of the character is, I think, debatable, but I agree that this is the basic meaning of that particular line. It's hard to construe the comment as being motivated by jealousy, I think, but rather by a desire for dominance/control. It's sort of Miranda's... alpha female side.
Forget Alpha Female, she was the Alpha Human before Shepard woke up, and now she's forced into the position of XO when she was basically the commander. I doubt that she'd want to relinquish any more standing than she's already had to. That and there's the whole thing losing to someone else, I don't think I need to point how much she wouldn't not allow this.
