I can't even begin to list all the things wrong with this interpretation. To start with, if protection can be this thin you can bet mercenaries would know, and not be fooled. There are no convincing in-world reasons for such an outfit in the ME universe. The designers at Bioware made it with complete disregard of lore and even the remotest hint of realism. They call that "artistic license". It can get over-the-top, and if sex is involved, it often will. Miranda is a prime example.
Usually in fiction when you have a character that has the Femme Fatale and Super-Agent tropes the Spy Catsuit trope is thrown in. From a casual standpoint the outfit fits in with the usual ME asthetic, but for combat it's a little silly:
Normandy ArmoryShepard: Miranda, are you sure that you don't want a hardsuit?
Miranda: Why? This suit is made of woven nanoscale ceramic fibers, it can take a mass accelerator round.
Shepard: But that fabric's thinner than my t-shirt.
Miranda: That's because my suit is designed so that it can be worn under regular clothing if need be. I'm trained as an operative Shepard, not a commando in my line of work it's better to avoid contact with the enemy rather than getting shot at.
Shepard: That still doesn't explain how it can withstand hard vacuum without being completely sealed.
Miranda: You're better off not asking about that.
