Yes it means Shepard sucking up to her. The Paragon romance with Miranda essentially makes him her boy toy. He is a **** and should never be any respectable man's role model. It's amazing how she doesn't turn on Paragon Shepard during the Collector Base decision. I would half expect her to laugh and pull a gun on him. Paragon is a wuss and she will cheat on him in ME3. Renegade is the only way to go!!!!

I need an opinion on something related to fanfic. Is Leng stroking a helpless Miranda's cheek and referring to her as "sweetheart" in a mock-flirtatious tone creepy or cliche?

I think it depends on his role. Is he a villain? It also depends on how you mean "mock-flirtacious".
