I don't think so.

The only thing you'd be missing are their squad presence. They get replaced by Generic turian #8946 and Generic quarian #3791, respectively, on their personal missions.

Oh that's great then, if I ever got around playing I wouldn't need Garrus for anything. I like turians, but Garrus has fallen out of favour. His Mirigate incident was the final straw. I guess lacking them will just make it harder for you to gain turians/quarians support, even though I was hoping this wasn't the case.

I think without Tali you can't resolve the Quarian-Geth conflict.

I think it does make it more difficult to gain their support, but, eh...

It shouldn't be that severe, each living ME2 character provides additional assets as well.

Well most of the things seem to go according the leak

I know, hence the "Almost certainly haven't".

Even if changes were made, I wouldn't expect them to completely rewrite the script, just a dialogue change here and there, or a name change. Or maybe they let us choose who to take with us on the endgame, out of a pool of survivors from ME2+3.

Actually, scratch that last one, that's just wishful thinking.
