Well, I can't really tell you anything about the outfit except that they decided not to redesign it. Is that because she has a crap role in the game and they decided not to bother? Could be. I hope not, but I can't really say.
Maybe that's not her final outfit. Perhaps BioWare is still working on ME3. Even right at this moment, 24/7, BioWare is working in front of their computers working on this. ANYTHING IS POSSIBLE.
Hope is the first step on the road to disappointment.

Someone's got their panties in a bunch. Maybe they didn't think she was worth the time to rethink her new look, the ones who were fine with her looks before, would probably be fine with the same look anyway and those who didn't like Miranda before, probably wouldn't start liking her anymore, even if she had new outfit.

Dev #1: We're on crunch here and it's either cut the outfits or the new guns/side character X/N7 mission Y. What's it going to be.
Dev #2: Outfits. Most of them anyway.
Dev #1: Okay, so who actually needs a redesign.
Dev #2: Well, for Miranda we can just tweak the hair and remove the Cerberus emblem...

Yeah, but at least they make sense. Tali already had a new suit in ME2, and Liara only got hers in a DLC.
Characters like Jack got a complete re-design, while Miranda is stuck in her Catsuit. Which she's had for like, forever.

The biggest redesigns we have seen are: the VS (who hasn't had a change since ME1), Jack (who they obviously felt needed a major overhaul), and... Garrus? Who couldn't continue walking around with the broken armor. So... meh.

Oddly enough, the urge to overhaul Jack's outfit would seem to predate that particular plot point (see note on the relevant page of the art book).

Being in the minority that liked the white, Im happy they kept it. I'm more worried about the quality of the limited time shes around in the game rather then what freaking clothes shes got on.

Anyway, lets support Miranda, who is receiving something minor than LotSB but at least not as bad as the VS on Horizon.
