Before we know that, we have to know how well implants work, and wether or not they depend on the existing strength of the body they're attached to. If Shepard got them in order to replace functions lost during his death or to speed recovery would make a difference, since it would be replacing a function and not enhancing it. Even then, I don't think any of the implants turn peole into supermen, otherwise everyone would have them and the concept would be pretty boring. My money is on Miranda.
