I disagree, though not in the absolute sense. It's fiction, so one could write the story a number of different ways, i.e. if a writer wanted to create a situation where Miranda knew nothing and could do nothing, that would be possible, obviously (as it would be for any character).
However, if a writer wanted to create the opposite situation, that would also be easy. Cerberus may operate in cells, but Miranda is highly placed in the organisation, has numerous contacts even outside of Cerberus, but undoubtedly also within, is extremely intelligent and could doubtless find out a lot of things that she wasn't "supposed" to know, either before leaving the organisation, or after. Not to mention that any renegade Cerberus splinter cells would be actively looking for leadership, and she would be the logical choice.
So, really, I think it's just a question of whether the writers want to go there or not. Obviously, I think they should. It's always been the best/most logical choice for Miranda, which is why it gets brought up all time (and not just by thread regulars). In fact, Miranda's natural story arc is clearer in this sense than it is for most (all?) of the returning squad members.
