I would argue that its tempting to cheat on, say, Ash for Miranda not because Miranda was made out to be "cheat bait," but because her romance was so well done. In fact, I believe that's what BioWare tempted the ME1 players with. The romances in ME2 were so well done that we would be tempted to cheat on our ME1 LI.
