At that point the Reapers aren't there nor does anyone have an idea that their invasion is just around the corner. It might as well be ten years off. Nobody knows.
That's the rub, isn't it?
Of course, if she knew why Shepard was responsible for the death of a star system then she would know the invasion is closer than anyone.
If she didn't know, then she's an idiot for assuming that Shepard killed off all those people for kicks and giggles.
If she's smart (And you all say she is), the simple deduction is that Shepard would only do it because he saw a threat large enough to warrent that kind of sacrifice. (Gee, I wonder what that would be.

Not knowing doesn't mean not preparing. Which leads me to this next point:

Also, realistically, what could she do besides protect Oriana? The cell is dead, she lost a lot of resources when she left Cerberus, the Alliance and Council would arrest her, and she doesn't even know Liara is the Broker.
Protect Oriana is well and good. Hell, I'd encourage it. Hanging out with her after "leaving" Cerberus? Way bad idea since both are being hunted (If that's even the case). Miranda understands the big picture. Don't have resources? She has to make some. Don't have a way to protect Oriana? She may not know Liara isn't the Shadow Broker, but what's to stop Liara from not knowing about Miranda's situation? (I thought you were a Miranda/Liara fan?)
I was just pointing out what
I think are flaws. Consider it an advace review since you did post it. It's your fic, you can write it anyway you like. Just like how I choose not to read it or criticize it.
