Not DLC specifically but I point right back at Mass Effect and the VS. I always nuked Kaidan. I have absolutely no plans to save him, ever. That means his entire content from ME2 and 3 is wasted on me. I am part of a percentage of people that share that view. By your reasoning there would be no point in including Kaidan content because there is a percentage of fans that are excluded from that content. (Obviously the same would be true of Ashley). Cleary the inclusion of both indicates Bioware is just dandy with making content some people will never see. The distinction between unseen content in the original game and unseen content added later is insignificant.
If they released a DLC of nothing but Kaidan content, people like you would have no reason to buy it. Bioware has no intentions of making a DLC that a percentage of the fanbase won't have reason to buy because that character is dead and, therefore, should not appear.
So if we take that fact into account, we also know that Miranda is alive in all non-import games, along with about 90% of imports. So I'd say those are decent odds.

She’s feminine, a sexy flirt, strong, independent, intelligent, and gets the job done. Not xenophobic, wants what’s best for humanity, is caring, vulnerable, lovable, unsure of herself, does damn good work, workaholic, and possibly a hard woman to love? A great smile. Wry sense of humor.
She’s physically attractive, sexy, has a sexy accent and doesn’t shy away from having sex in fun and adventurous places… Cautious, and yet doesn’t take necessary risks, doesn’t like failure? Always has a plan.
But she actually does some risk taking in Sanctuary... The only reason I can think of why Miranda wouldn't tell Shepard why she needed the alliance resources was maybe because she was going to do something very risky... Shepard has his own problems and knew he'd help and didn't want to distract him? Worry him?
What frustrated me the most in me3 romance was the promises lines. He couldn't promise her anything until then end when it was the most risk he'd ever take. She just looks at him and doesn't say a word. It's like wtf moment... now you will? Shepard. Miranda is a little bit pessimistic in some areas.

I think the people from the first LIA project said that Weekes said that if they do do a DLC it would include all of the ME 2 characters instead of focusing on one. Although he could have been talking about the me2 Lis. I have a feeling that if they could find a place for them, they probably would now.
Oh, and I tweeted yesterday and today. Today's was telling Weekes that "We" appreciated hsi tweet about how he woudl push for the ME 2/1 characters. I then said more Miranda content never hurt anyone #FindMiranda
