She has her contact network, which is hers and not Cerberus'. She also may have Cerberus links which haven't yet gone bad. Contact networks, more often than not, are people that only offer information, not guns.
And while she may have Cerberus links, how long beforeTIM has them "retired"? She's smart, but he's powerful, almost overwhelmingly so.
And you're reaching with the idea of hacking her father's resources. That's like trying to hack into Wall Street and steal money with just a laptop. It won't be long before he knows that she's not Cerberus anymore. Besides, being hunted by mercs doesn't really help if she gets caught.
And you don't know if Cerberus doesn't have an army in the wings already. They already had a significant military prescence in ME 1.
It was an interesting premise, but not a plausible one. I'm with jtav on this.
