I don't think it's expensive to name a star. Last time I checked it was pretty easy.

Yeah, to me the lack of interaction here is one of the big reasons why not having a true Cerberus arc was a mistake.
The thing about Cerberus is... it's the thing people *really* care about and *really* disagree about. More than the Reapers, more than the Genophage, more than any other aspect of the series. Therefore it should have been the most powerful, enthralling part of the game.
Instead it is very thin and lacking in layers/intensity compared to the genophage and the Geth/Quarian sections.
