He's not. Age is one limiting factor. Anderson was born in 2137. He only would have been 17 years old, and I think by then it would still be statuatory rape by Shepard's mother.
Even so, in the first book, Anderson is mentioned as having an ex-wife and a daughter. That's it.
That's actually one of the reasons why Anderson's extended dialogue was taken out. It was beautiful dialogue but Anderson says he didn't have a family when he did or something. I would have enjoyed it too.
"Your kids would be proud. Their father/mother was Commander Shepard."
