I don't see Shepard doing it, because they like being in the field and while Hackett would be definitely great at the job, I can't imagine him wanting to leave his fleet, they're both too much of a soldier.
Honestly, I could see Shepard putting Miranda's name foward as a candidate. Despite her past with Cerberus, she's ridiculously qualified, a problem-solver and more importantly, she knows how Cerberus thinks, so she would be the best person suited to weed out any pockets of resistance.
Well, as much as she's qualified I can't imagine Miranda ever wanting to join the Council. She knows they are a bunch of bureaucrats and she hates that, Miranda has always been the kind of person who likes to get things done whatever it takes, someone telling her she couldn't do something because it's against the rules would probably not bode well with her.
I actually liked the idea lillitheris had of Dominic Osoba as the new Councilor.
Dominic Osoba is a good choice. Seems reasonable and stable enough as a person.
I don't see Shepard doing it but that's because he believes all the politicians will do is look out for their own species interests, to the extent that other species will be negatively effected and he'd be trying to build a true interspecies platform that looks out for everyone. He's more of an explorer anda leader than a soldier in the field kind of guy. Bioware goes out of their way in ME3 to establish that no matter how you RP Shepard, he thinks of himself as "just an alliance marine." Shepard isn't going to stay and listen to the alliance's bs. No, he's got bigger things to worry about now; He may have finished the fight for his own reasons, but now with Miranda telling him that he has a chance to make humanity and the galaxy better, though he doubts this. Miranda also won't let him throw away his future and the galaxy for her sake.
I can see what you're saying for Hackett, but Hackett loses credibility for his association with the alliance. He'll try to get humanity out front of the other races, and make it look like the alliance led the fight to stop the reapers. Shepard of course will be the poster boy, blindly following the alliance everywhere and fighting for all things blue and white. I also would not be surprised if they try to make Shepard look like he loved Ashley Williams.
Things are going to get VERY tense between Shepard and the alliance, especially when his support for Cerberus and belief in trust towards aliens becomes known. He's too high profile and too much of a hero to assassinate, but the alliance will definitely want him to keep him under their control and in line. Miranda is the key to that.
They'll definitely use her to keep him good and golden, but in the end Shepard abandons the alliance to reform Cerberus as Phoenix.
