In this case, she has to ask Shepard to confirm if they're still together or not. Which is more to do with allowing the player to pursue other romances. But also...the relationship moves on from that moment as well. I guess the question is, who would be the first to propose...
If you're thinking about it in writing terms, calling back to the "I'm not good at attached" line would make for a nice touch.
It's certainly something to ponder.
If you really wanted to suprise the audience you might make Miranda a bit more bold. Maybe brining the topic of marriage itself up and asking Shepard for his opinion on it in general.
But I like that "I'm not good at attached" being worked into it somewhere in there.

I think it would depend on your shepard. Riley, my main shep, would ask her before she'd ask him. I think Shepard would propose, she would decline and spend a few days thinking it over, and eventually she would reach an "ask me again" scenerio.

One hand, She's straightforward and can be very bold. On the other hand, She saysthat she doesn't do attached and she is also a more cautious person.

I have no doubt if she felt any need of the insitution she wouldn't have any issues with doing the asking.

I think that would be adorable.
Perhaps Oriana is trying to help Miranda with a proposal while someone else is helping Shepard (Garrus maybe?). Of course, both would be making plans that overlap but neither would be aware.

Miranda could be thinking that Shepard isn't going to ask the question and think asking him herself is the best idea and Shepard could be realizing that he should have asked awhile ago.
I'd excuse the time issues as an aftereffect of the war and realizing that time is precious.

Marriage would simply be an abstraction based upon societal beliefs.
She can be just as loyal to him and he to her in a partnership.
That way he can still call her "Miss Lawson".
Of course if they did get married she'd keep her name anyway.

Gunned down by Cerberus troops during the Coup, which is a pretty lame death considering that TIM's "upgraded" troops are about as effective as your standard Imperial Stormtrooper.
One other thing that confuses me is that there's no change in dialogue on Sanctuary if you didn't have Miranda talk to Oriana in ME2?
Miranda: It's alright Ori, you're safe now.
Oriana: Who the hell are you people?!
