In ME2 my Shepard wanted to do it on the table in the communication room. Just imagine them in the middle of it, then suddenly the table starts retracts into the floor and, well you can imagine the rest. Most awkward moment betwen Shepard,  Miranda and TIM.

No Shuttle. Cortez would have a fit and I've seen to many fic descriptions that depict Shepard and Cortez in the shuttle. Need to be a pure place.

He'd have to place her on the desk, where there is no room.

Or he'd have to sit in a chair while she sat on him.

You have to remember that you need space to move Lance.
