Then hate the government and like the people. That's how most people see it. Most of the politicians in Mass Effect are incredibly incompotent. Even the miliraty leaders are.
But the people are great.
THEY are the ones that need support, not the leaders.
IMO, the original council was just the most powerful species entering into an alliance to keep themselves at the top, and let humanity into the club because they had the potential to get them down on their own. They did the same with the Turians. It's like a monopoly on power.
Take Microsoft for example. They ensured that they stayed at the top by buying out the competition. Something that could threaten their business and steal customers comes up, but before it really becomes a threat, they buy them out and make it their own.
When the chips were down, they all looked out only for their own species. As far as I know, all the species were trying to secretly get a leg up on the others. In fact, nothing Cerberus did surprises me or Shepard in the long run. Each race was doing the exact same stuff. The Salarians were performing experiments on lesser races, and secretly uplifting them to use as potential red herrings to scare the other races. The Asari hoarded Prothean technology for their own benefit. The Turians never did anything really devious, but they were the most militaristic and held a colonial view of the galaxy, not dissimilar to the Prothean Empire.
