It's not about "impact." Politicians make "impacts" all the time. That doesn't mean we love them.

She had been abused and distanced from the world. He helped bring her over.
That's a pretty big thing to do for someone.
You've never truly lived until you've improved someone elses life in a way in which they can never repay you.

Just like how Jack chose to become a notorious galactic criminal. Jack has done ugly things too (arguably uglier), and her reasons don't extend farther than boredom.

Hard to be mirimancer this days..I saw a poll on one of our russian fan forums about ME3 LI. So results were (from 145 respondents) as follows:
Liara -46 %, Tali - 23%, Garrus - 19%, Ash - 17%, Miranda -9%(i ignore the rest). I was shocked by the number. This results shows what Bioware did with character.
