That's not true at all.
If Ashley is anything like a modern soldier in regards to training, she'd be good. But she's not going to know any advanced combatives or have any capabilities. She has no specific training. She'd make a good NCO though.
The only thing she's better than Miranda at is rucking and weapons training. Miranda would win in a CQC fight.
Miranda is biotic, is trained as an operative. Ashley would get some good hits in, but she just doesn't have the operative skills that Miranda does. Miranda wins both in a singular fight and in squad tactics.
Ashley is an alliance marine who becomes a spectre. If you choose to, you can have her kill a Krogan Warlord. I know you don't like her, but these things both happen on-screen and are difinitive canon (assuming she lives to those points, I know you virmire her).
Miranda has no combat training, and her biotics are actually pretty weak (hence you can't use her for the bubble). She claims she can crush a mech, but you never see her do this (in fact, you run into mechs often, and she NEVER does this), and she doesn't even possess that strong of biotic powers.
Ashely would work her like a speed-bag one-on-one. It would get ugly.
And that's fine, Miranda is never presented as the badass fighter, she's an organizer, a leader. She'll get things done in a group setting. In that setting, she is easily Ash's superior.
