That's not true at all.
If Ashley is anything like a modern soldier in regards to training, she'd be good. But she's not going to know any advanced combatives or have any capabilities. She has no specific training. She'd make a good NCO though.
The only thing she's better than Miranda at is rucking and weapons training. Miranda would win in a CQC fight.
Miranda is biotic, is trained as an operative. Ashley would get some good hits in, but she just doesn't have the operative skills that Miranda does. Miranda wins both in a singular fight and in squad tactics.
Ashley is an alliance marine who becomes a spectre. If you choose to, you can have her kill a Krogan Warlord. I know you don't like her, but these things both happen on-screen and are difinitive canon (assuming she lives to those points, I know you virmire her).
Miranda has no combat training, and her biotics are actually pretty weak (hence you can't use her for the bubble). She claims she can crush a mech, but you never see her do this, and she doesn't even possess that strong of biotic powers.
Ashely would work her like a speed-bag one-on-one. It would get ugly.
And that's fine, Miranda is never presented as the badass fighter, she's an organizer, a leader. She'll get things done in a group setting. In that setting, she is easily Ash's superior.
Her training is about the same as mine as a soldier and an Officer. While I am exceptional, I would not call myself a standout soldier. She is neither. She becomes a Spectre because Udina needs someone he can easily manipulate, plus it is a political boost and a morale boost. She really has done nothing to warrant that kind of promotion. I have a list of special skills and achievements I've made in my career: Combat Action Badge, Basic Parachutist Badge, Marksman Qualification Badge, and the German Armed Forces Badge for Military Proficiency (in Bronze). Ashley likely has her timelines equivalent and they do mark her as a standout soldier, but she simply can't compete with Miranda.
Miranda most certainly has training. She mentions this herself. She is a Cerberus field officer after all. She most likely knows more advanced forms of fighting and combatives. And her biotics are indeed very powerful for a human. She's not the most powerful, but she could hold her own well enough. She doesn't have the raw power like Jack, or Samara's advanced Justicar training though true. In the former's case, she was experimented on to make her that much more powerful, and Samara is nearly a 1000 years old and has had Justicar level biotics for the Asari (Who are all talented biotics naturally) for over 400 years.
Miranda would win in a fight. Ashley would put up a good one, but she just is out of her league there.
