Ashley is a spectre. It doesn't matter if you think she's deserving. In the game, the council makes her one. The 75% alien council. Also, Ashley is much more battle tested than Miranda. She helped kill Soverign (an actual reaper) with a smaller squad, while Miranda helped kill a reaper fetus with a larger squad. Also, Ashley was on the front line with Shep fighting the reapers in ME3. She's actually fought and killed brutes/banshees/harvesters, while Miranda played hide and seek with "cerberus assassins". Ashley has better training, as she has been trained for combat from beginging to end, whereas a lot of Miranda's training was in the tactics/scientific fields. It's why she was overseeing a science project for 2 years. She's very much a renaissance woman, capable of many things. However, one of these things is not being a superior fighter to Ashley. I have never seen Miranda crush a mech with biotics, or shoot one's head off. I have seen ashley kill Atlases though.
I know you will respond that Ashley isn't as good as her titles, but that is your opinion completely divorced from the reality presented in the game. In the actual Mass Effect game, Ashley is superior to Miranda in combat skills, and it's not even close. This does not invalidate Miranda, it's just an honest and fair comparison.

Ashley did not fight an actual Reaper, just a puppet controlled by one. Miranda did fight one, yes it was a fetus, but it was a HELL of a lot larger than a drone controlled by one. On what basis are you saying Ashley is more battle-tested? Before ME1, she had never had a post that wasn't on a backwater world. Yes she is a frontline soldier, but that does not make her an expert at combatives. And Miranda has been training for longer, in many more fields simultaneously. I don't think Miranda could fire a rifle as straight as Ashley, or ruck 30 clicks, but those are honestly the only advantages that I would give to Ashley. Better Training? Miranda herself has stated she has the best training money can buy. Trust me, there's some training that is a lot better than military training. And Ashley is not a special forces qualified soldier. Miranda isn't either, but she has a lot of the training and capabilities. Miranda excelled in training for all fields. She states this. Ashley is only very proficient in one, as a common Infantryman. Miranda's training is as an operative, a trade by which she must be incredibly proficient in hand to hand skills and small arms, as well as infiltration and other espionage related tasks. Her biotics alone make her that much more formidable. And she is one of the best.
Yes Miranda can do all of those, because that's where Cerberus needs her. I have no doubt she could carry out a wetwork mission alone or with a small team as a Field Operative. In fact I think she already has done all of that. And I say that Miranda can do that because she states she can. This makes it in game canon. She is a Renaissance woman, excelling at everything she works at.
The scenario's you refer to are gameplay, and they are meant more for balancing issues. They are invalid.
And if you are doing that, I can say the same, with you denouncing Miranda for all the skills that is told to you in the game. Ashley is a standout, but not what I would call above the rank and file. And think about why the council would approve another spectre. They are at war, a war that is likely to lead to galactic annihilation. The councilors have more important things to worry about than a potential Spectre. And humanity just had their homeworld blasted. Why not give them the morale boost. Ashley was in the right place at the right time. She is not a truly exceptional soldier like Shepard.
And being a Spectre isn't the absolute end all beat all. Remember how easily Tela Vasir went down? Or how Jondam Bau was outsmarted by Kasumi and nearly strangled by a human thug? You're putting to much emphasis on the title. I'd put Thane in his prime above any Spectre except for Shepard and maybe Saren.
And Samara. I'm sure Zaeed, Legion, Mordin, Grunt, Jack, and Miranda could do it too. It's mental as a well as physical. Miranda would win by virtue of simply outsmarting Ashley.
