I honestly think that one-on-one Miranda wouldn't win without biotics, but she has that advantage going for her. And her biotics might not but as strong as Liara, Samara, Jack or Gillian, but let's remember is hard to compete with asari when it comes to biotic, and she is probably among the most powerful human biotics, but like it was said here, Jack was experimented to have her power increased and Gillian, she was the most powerful human biotic but she was a rare case.
