Cerberus 2.0 can't exist post war. No one would tolerate it. It would have to be an organization with similar ideals but not the same functionality.

Part of it would have to be public. Different divisions. Military, Scientific, Public.

You'd need to represent more ideals.

And there will be outfits.

I dunno. Inevitably various shady organisations would crop up again. It's not like the powers that be ever authorized Cerberus' existence in the first place.

As to the organisation Miranda would be involved with, I think it would more likely be something new, with at least an authorized element. Maybe some covert aspects, too, though.

It's more fun that way.

Well, Miranda is a biotic, and biotics are able to manipulate gravity (Samara hovers numerous times in ME2, and Singularity makes enemies float). She could float down the cliffside unharmed. Miranda wouldn't be in any real danger.
