When we're talking about ME2 team members, we usually mean ME2-exclusive team members, i.e. those who weren't in ME1, which excludes Tali and Garrus.

Of course she should. That doesn't change that the wound is an excuse to keep her away. Writers bend things as they want them. I can tell you from experience that they'll go absolutely nuts with retcons, adding or removing or re-interpreting things to hell and back to get what they want, be it a specific encounter or a specific emotional mood or dynamic. The good writers put some effort into it, though, so the reader will never notice, and they'll occasionally give in to the demands of consistency.
Bioware's writers are not of that calibre. They put in what they want and just ignore consistency when it suits them, making a token effort at most to make it appear plausible to the player.
Had they wanted Miranda on Cronos, she would be there. They didn't want it, in spite of the story screaming for her presence there. Thus, she isn't there, and to hell with consistency, the beauty of ending a character's story where it began, and appropriate closure for Miranda's Cerberus arc.
