Yes, and since you never get all the Paragon or Renegade points it's possible to get unless you're playing an extreme Paragon or Renegade Shepard, ,persuasion options become significantly harder to activate as the game progresses. It's not too bad though. I can usually get everything but the charm option in Miranda/Jack and the intimidate option in Tali/Legion when playing an almost neutral Shepard. In other words, the requirement is a percentage of the total possible at that time rather than an absolute number.

And if you play your cards right you can get Jack through the SM.
And guess what! It has no effect in ME3! She has the exact same dialouge.

I take Garrus and Miranda everywhere that allows them. Otherwise, it's Miranda and the loyalty mission participant.
