That's not really accurate.

Right after the release of ME2, people already found dialogue of the DLC,  meaning Bioware had already LoTSB in mind.

Don't want to crush hopes here, but I honestly can't see it. Outside of BSN, so outside of the core fanbase, Miranda is not really requested like that.

And as we all know: BioWare doesn't give a damn about it's core fanbase.

Well, LOTSB was also a hanging plot thread. You were always going to have to deal with him, though I thought it would be in ME3.

I'm not sure there are any Miranda related plot threads hanging...

They aren't. They never are. I know what a manipulated photo looks like. That photo has been tweaked and airbrushed just like every other promotional ad. It was her at the start but they doctored it.
