Even the game as currently written doesn't believe this, since Miranda's content does have a Cerberus element. It's just written and implemented in such a way that the issues involved aren't really grappled with at all.
But anyway: Miranda contributed to the organisation in a significant way, had a certain idea of what it should be, and is partly responsable for what it's doing in ME3, regardless of the fact that she quit. Moreso than other characters.

Really because TIM seems to have taken the organisation and spirit of Cerberus and twisted it utterly in ME3. Is that not a conflict that she should get to confront him about. Get a chance to get closure on a huge part of her life like Mordin gets to have closure on the piece of work that has affected his life hugely. And don't get me started on those absolutely atrocious Lazarus portions in ME3.

Samara is present at the Ardat-Yakshi Monastery. Grunt is present with the krogan, so why is Miranda suddenly devoid of an entire half of her character arc?
