There needs to be a group like Cerberus to fight the elements that those groups are too cowardly or indecisive to face. To do the hard and difficult things the alliance and council won't do.
TIM was a madman, but he was a madman with a plan, and that's more than Shepard can say of anyone in the alliance or the council.

The one who stands up for the alliance no matter what? Or the one who stands up for the entire galaxy despite the alliance?
Hackett didn't have a plan. My Shep tells him straight up that its to save the galaxy that he'll work with the alliance. And he makes it abundantly clear that HE is in charge. None of that "sir" crap to Hackett or Anderson.
He's a Spectre, and he outranks them. The only use he has from being one to him.
My Shepard is like Willard in Apocalypse Now. Not as ****ed up in the head, but pretty independent. TIM is like Kurtz. Insane, yet ingenious at the same time.
