More likely, it seems, they're bringing Ashley up to the level that the squad mates were in ME2 in terms of sexualization and stylization. They did the same thing to Kaidan as they did Garrus - bulk him up, make him look more dangerous and battle hardened. Ashley getting prettified is nothing new.
They *have* to alter her look anyway, due to the fact that they're no longer doing the generic outfits of ME1, and are instead going for something unique.
They *can't* do the phoenix armor again because it's unique only in color, people would complain about the pink and white barbie armor again, and Ashley is now a spectre.
Since Mass Effect 2, female soldier in the squad just doesn't cut it.
Miranda - "Femme fatale" wearing catsuit with high heels in battle. You had to pay to get her armor.
Samara - Space paladin/knight showing chest despite being focused on her job as a Justicar.
Jack - Riot girl wearing belts as clothing.
Tali - Alien in suit that shows off curves.
Kasumi - Ninja in a tight fitting outfit.
Morinth - Space vampire in a seductive outfit.
So I don't think Ashley's new outfit has any bearing on Miranda, and instead seems more likely that they are just keeping their comic book heroine standard of sexy and impractical.
