Yeah, I'm awfully cynical about the willingness of Bioware to keep their characters, well, in-character from one game to the other. I suppose they'll find some justification for Liara's absence from her base, but apart from something that makes her useless as the SB I can't imagine what that could be, and then why did they make her that in the first place?

Besides, there is Feron - he knows Liara is Shadow Broker and as she said - she is letting him help her. So come on, don't be like that and act like it's so unexpected, she even said herself that one of the reasons she is willing to be the new Shadow Broker is to help Shepard. Well for Liara I believe speculation is that Cerberus will take over her base based on the mission complete text:
"Shepard has defeated the Shadow Broker. Eliminate Cerberus information leaks as Liara T'Soni takes over. The asari's relationship with Shepard should be watched closely."
Now that Cerberus is after Shepard you could also say they are after his/her friends which include Liara.
We don't know enough to say for sure though.
