Why? Because the reasoning for a fistfight in a war fought with high-tech weapons can hardly avoid to appear ridiculous, and setting things up so that neither opponent has a better weapon at hand can hardly avoid to appear contrived. That's exactly the point, wouldn't it be interesting to see that and Seeing Shepard struggle ? I think it would be an awesome scene !

They could do it withouth a melee fight. But I have the impression that we'll get a melee fight between them. We already have something like that in ME, on Virmire, between Shepard and Saren.

I understand what you mean, but, for whatever reason, this brand of sci-fi/fantasy has always been drawn to the hand-to-hand fighting style in one way or another. Klingons do it in Star Trek. Light sabers are really the best example in some ways. Even in Frank Herbert's Dune books hand-to-hand fighting is important, due to various contrived reasons.
It would be interesting to speculate as to why this is so. Probably has something to so with the stories being rooted in basic swash-buckling style heroic adventure, so shooting from a distance just feels less personal and satisfying after a while. Something like that, maybe.
