Roller coaster are up and down. This has been going down for a while, the only good things that I have noticed are fan made.

But given how Cerberus is whatever projects they have at the moment, and whatever TIM decides is worthy of Cerberus' attention, I wouldn't be surprised if the highest rank at Cerberus was............officer.

It's probably a rank marking. From what I heard from one of my Navy buddies, the Navy has a crapload of specializations like Machinist's Mate 3rd class, Boatswain 1st class...and it goes on and on. Miranda's insignia is probably her rank and specialization (research & development).

Science and political cells run autonomously with TIM acting as an overseer Senior staff like Miranda and Jacob who are higher up in the chain of command hold the rank of Operative.
Cerberus' millitary assets (at least in Invasion) are directly commanded by TIM, he's the one who issues the commands to be carried out by Cerberus forces. Logistics could be handled by the various companies that are owned by Cerberus.

Yes, but by that time Cerberus has acquired, or become, an army, and needs military ranks to function. ME2's Cerberus is not of that kind. I don't think they have more than one or two ranks, and I don't think they're so formalized as to appear as insignia on uniforms.
