Maybe Kaidan was just nervous or uncertain if it was a good idea to visit Shepard while being held on the Alliance Base. After his reaction on horizon, then writing the letter to her and never getting a reply back, if it were me I'd be a bit scared to face the person again especially after calling said person a traitor and then trying to apologize through an email.
I can just see the conversation about it:
Joker: You apologzed to her through an email?
Kaidan: Yeah
Joker: Ok...have you bothered to stop by and talk to Shepard about what happened on Horizon? She's been on base under house arrest for a while.
Kaidan: I know. And no. I, uh...well it just doesn't seem like a good idea.
Joker: You do know that fight you had hurt her right?
Kaidan: Yeah. I didn't handle that well.
Joker: Well that's the understatement of the century <_<
Kaidan: What do you think i should do?
Joker: ....*smacks Kaidan on the head* Go see her you goof! /facepalm
I like that ... only that's not Joker. For K to have that sort of conversation, he'd need to talk to a ... uh ... people person. Kasumi maybe (I love Kasumi, I so hope she's back). Or if it has to be someone K knows, then Tali or Garrus.

Hey - from the Blimey, are you a Brit? Me too. I had to leave MP last night at 4am but I suspect it was about 2pm for my American squadmates (well, maybe 8pm PST then). Must get a mike for MP then they can hear me going, "must stop now and SLEEEEEP" - ok, just one more round then," rather than me just disappearing.
