Liara's expanded role in the series is partially due to her skills and personality, and partially due to her being the writers' waifu. I try not to consider the the more Mary-Sue-ish elements of her writing, whether they're positive or negative for her.
I'd say it's unfair to dislike a character, just because she gets more screen time. Blame the writers for shafting us Thanemancers and those who bothered with Jacob. Actually the latter is a unfair, his romance was okay once you got past Hale's creepy voice in their convos.
Of course I can understand if her personality rubs people the wrong way. Everyone can't like everyone. I personally can't stand Anderson, with the whole forced friend/mentor crap, even more so after Traynor's comment on him intending to turn the Normandy into his own personal cruiser. But people seem to like him, despite kleptomania and a general lack of spine and sense.
This is also what happens when you let a character writer take over. Among other horrible things. So I blame Walters, Hudson and to an extent Karpyshyn for abandoning ship and not seeing things through.
Also, she's no more Mary-Sue-ish than Shep, or in the negative spin, TIM, whol almost always get their way. Except the ending, where everyone is boned, except maybe Joker and his sexbot.
Garrus butt is unfortunately not in the same league. He also lacks biotic sex capabilities. My Shep's are focused, not nuns.
