I think VS promoted to a Spectre position makes sense because of Shepard. Remember, Shepard becoming a Spectre also had political backing as well from the Alliance. Of course it also had to do with merit, but mostly it was to further Alliance's political goals. It's the same in the VS situation. Shepard was dead, came back technically as a Cerberus agent, and could be or not a Spectre, placing Shepard in a weird place from political point of view.
What the Alliance and Udina needed was some safety, and Spectres, being the hidden hand of the Council, it was necessary to have a human in its ranks for stability. And it is much stable to have the VS, who if Horizon showed us anything, is very loyal to the Alliance.
Even though I saved Kaidan on most occasions, I think Ashley is equally qualified as Kaidan. She may not be a biotic, but she's one tough soldier. True, that she never did have a situation where a show of leadership was prominent, but, in my point of view, I think she's even more stubborn than Kaidan. I mean who knows what happened after ME2 for the VS? A lot could have happened.
Edit: Oh, wow. I can't believe we are past 1950 pages.... at this rate, we are going to reach 2000!!!!
