I understand that in this "special" case we may say "that's Shep, everyone owes himher, and both are specters, they can tell to FO even to Hackett if needed". Its a hard thing to answer.
If they were on shore leave,
not on duty. I believe that would be alright, they are both officers.
But, if it happened on the ship. it would be fraternization. It would be a relationship between a "supervisor" and a subordinate, a relation within the chain of command. Shes the CO and he..works...under..her /snickers/. And with that, they would both get court-martialed, and possibly dishonorably discharged. (which sucks)
Also fraternization relationship-wise makes it punishable if the relationship between an officer and an enlisted personnal. in fact, if youre an officer you cant even marry an enlisted personnal. (this only ever happens if they got married before the enlisted person...enlisted)
So relation with your commanding officer, or anyone in your chain of command? Bad news. Relation with a enlisted personnal? Bad news. Both are fraternization.
They could get married, since they are both officers, but they could never serve on the same ship. They would have different postings, and both be in the military, but not together.
@: Military discussion: Whats also interesting is that all the nations on earth still maintain their own militaries. You can think of the Alliance Military as... a Space United Nations Military, that actually gets things done.

@ Kaidan possible DLC: I wouldnt want Rahna in it. He's over his past, and her, and I think it would just cause drama for drama's sake. It would be cool to deal with his squad. Imagine it like jacks squad, shepard can just stand back and let the squad of biotic pain train roll through.
