Nope! What you mean most likely comes either from wikipedia (and yes I've seen it too) or from a movie title. It's "englified" spelling of japan word that means "horror story\\ghost story" (also may be spelled kwaidan). Can you imagine parents that called their baby afert horror movie? 8Pand Kaidan is Japanese.
We apparantly have interlingual homonym here(very funny thing, by the way, eg german word "glu:ck"="happiness" while in russian same word word ="bug, glitch"). Word "gaytan" still exists in ukranian and means kind of traditional necklace, word "kaidany" means "shackles, bindings". And there it came either from turkish or one of the same group language, in turkish close word means something like "lock, bind(protect?)". So, the word itself is very likely has turkiс group origin, and could spread into many other languages. First mentioned dates (if look for same ukrainian surname origins) are about 13-14 century.
Everything is possible in the world where nationality as it is does not exist anymore.But to me, I don't know why, Alenko immediately stroke me as being mainly latin-american!
But, you know, when I see someone with name of ukranian\\turkic origin and pure ukrainian surname - last thing that comes on my mind is anything latin-american. <-) More like eastern\\southern european and\\or turkish. You named Bulgaria not long ago - for me a nice example of a place where turkish appearance (and his features are typical for Turkey and regions that had turkish influence in the past - which is huge part of modern eastern europe) and ukrainian surname may go together, also something like Romania, some parts of Balkan, or even some parts of Ukraine as well. And I bring your attention that father Alenko (whatever his name was) did not name his son John or Bill, he chose a name that fits surname and has similar origins. Well, yes, I know, that if diving out of game - it was not his father\\mother but his author....but..he did good, same as any single name in ME series - it seems natural and fits the character and appearance.
That actually what makes good characters. Some hate them("whiny", remember?), some adore them, not many stay indifferent. And same goes for books and movies. They made him so, that you don't have to work hard to expand and see this character. He builds himself, he speaks for himself, but.. you stilll have plenty room and material for imagination. Yessss.Really, whoever designed him, gave him Sbarge's voice, and that great character writing deserves some kind of medal for creating such a perfect combo, that appeals to so many different types of persons, men and women alike!
