Regarding the bolded: yes it is plausible, but correct me if I'm wrong: after Arrival, don't you have the option of telling Admiral Hackett that you'll come to trial willingly? I can't imagine in this case that Kaidan would need to be sent to bring Shepard in by force.
I'm more inclined to believe it's a Cerberus agent of some kind (Mostly becuase of the helmet). Even if the armour looks N7, Cerberus has sort of proven that they can get their hands on whatever they think they need. They managed to get some N7 armour for Lazarus-Shep. Hell they managed to get their hands on Shepard's dead body.
But given that we have absolutely no context for that particular shot, for all we know it's not the Normandy at all, but Shepard breaking into someone's fancy penthouse. To steal their Serrice Ice Brandy. For the good Doctor.
I haven't been able to play any DLC yet.
If Shep stole some Serrice Ice Brandy, I hope she gets Kaidan drunk before the galactic annihilation. That would be priceless.
