I believe it would be nothing new to say ME3 felt on the whole as a less polished product than it's precedessors, Perhapes that's because they had to stuff so much more content in there and quality suffers in the reality of vast amounts of quantity.
That said, compared to the ME2 Characters, we got the better part of the deal. I expected we would given we got nothing at all in ME2, but if we had a time to hold out for a better cut of the writter's time, ME3 would be it. How pissed do you think any of the ME2 L/I's are? Espically Thane, or Jacob L/I'ers? We get to be with Kaidan from the get go- Tali people don't get to see her until half-way through and then they had to settle for a stock photo? <_<
The only people that got a decent deal were Liara, Garrus, and the VS's.. and if you didn't romance Garrus in ME2? you're SOL.
Cortez the only other romance worth mentioning, and I've discussed my view of that arc and why I dislike it.

About the caricature and fan service part, I suppose that all sequels have the same issues.
What I meant about "fan service", and then, maybe it's the wrong word, is that ME1 was something offered to the player, an experience, an interactive story, a journey you could take part in. Something... elaborate, yes "polished"!
I won't talk about ME2, because ME2 & ME3 really work as a pair in my mind. If ME3 had been a genuine conclusion, a real 3rd chapter, i would have said otherwise.
I'll just give an example to explain my view, for instance, take the Shrek series. To me, Shrek was really refreshing, something very consistent and well executed which absolutely didn't need any sequel. From Shrek 2 on, even though it kept technically improving, I felt all the fun was lost and the originality, because instead of telling us a story, giving us a new look on the well-known characters, you blatantly feel they really thought hard about what people would like to see and put it on screen. So it's really more more more, but not really quality, and nothing new, not actual work on the story and the characters.
I feel the same about ME2 & ME3. To be honest, I thought that ME1 was such a satisfying and perfect experience, I feel that it really didn't need a sequel. So that set the expectations pretty high for me.
I feel the reason for this is not the character writing at all, nor the v/o, that's why it's difficult to explain why Kaidan is somewhat... satisfyingly disappointing if that makes sense?
To me, this dumbed down feeling comes from the problem with the two main components of the game :

So the character writing, and the dialogues actually, that's propably the best part from Kaidan in ME3 - and that include Sbarge's voice. I think the execution was rather well done, it's the intent that's faulty. The very content of the scenes, as elements of the gameplay mechanics, the way they articulate, that's what somewhat awkward, what feels artifical.
@Nrieh: I quite liked "seeing" Kaidan play poker and other boring stuff, it was refreshing, and also... he swears > it's a human being! If there's something I feel they really did good in ME3, is showing all the little pictures that fit in the big one. With the war going on, you have that feeling of emergency, and yet, your Shep takes the time to solve small problems for people, and also to relax a bit. I think the same can be said about every character - the shore leaves are really nice on the overall. (I LOVED the Garrus' one!)
