Did you read codex entry on Coup? It actually sais that he only wanted hard to force council giving Earth more power. I know it sounds like a little excuse, but still.... Codex, you know.
Another point is involving Kaidan into that. There was a whole thread about why would Udina do that. All that Kaidan \\ Ashley spectre plot line is...very weak, actually. And it's much worse for Ashley, imo. Udina may be pro-human maniac (like TIM in his early ages) and even Anderson claims him to be SOB, but he's not idiot. Idiot would not last that long in Council.
Why would he pick the only person who can turn against him taking Shepard's side? Also - about doing this just to hurt Shepard's feelings...how does Udina knows about current state of theit relations? He saw Shep at the hospital (if shep was there at all)- but that means nothing, even if he could hear what was told there. Because nothing actually was told.
And also have in mind, that some Shepards do not romance Kaidan (yeah, I know, strange people.. 8P ). So...he picks someone from Shep's crew, probably - former lover. So what? I don't think Shepard can be reason. If we follow codex, it was actually more a political move (like people needed to see some ceremony and old familiar human hero faces, feel good etc). And Shepard just chanced to be in a right place in a right time, guided by Holy Plot. Because...no one really thinks that Udina set a Coup right to the Shepard's arrival, right?

For me - not. She let him shoot. And, probably, he's even aware about it.
But if I only knew that he can die there - I'd interrupt it, no doubt. I found out that he can die much after play, from YT. My first run was clear and no metagaming, so - it was her, not me.
