Official statements? They didn't make too many, but it was stated that Ash/Kaidan would be in ME3, so it was a read-between-the-lines kind of thing. There were many questions on how much they were coming back, "Is it like you did with Wrex (if he survived) in ME2?" and "Are they going to be squad members?" kind of questions.

At the time, I got the impression that they were considering many options. There were several dialogs about favorite NPCs and squad members and such. I think the fan feedback did help them decide to bring Kaidan/Ash back in with a more full character arc in ME3.

But this is all my opinion from the impressions I got back then.

Personally I really like how they did the Kaidan thing, while yes it broke my heart it made sense...kinda, hear me out:
Kaidan is loyal to the alliance and the love of his life who's been gone for 2yrs suddenly she's back and working for an organization that are basically a terrorist group who have tried to kill you. So personally I liked how it played out.

I agree Jackie, it hurt, but Kaidan's response in ME2 was totally in character for him. I wouldn't want them to change it.  As much as I would have loved to have Kaidan on the Normandy in ME2, it wouldn't be in character for him. 

MAYBE the only thing, would have been running into him on the citadel in Anderson/Udina's office a second time.

I agree, I would not want "Horizon" not to happen.
Although Horizon was a painful experience for Shep, I see this as one of those events that might have strengthened their relationship. My Shep was a little less upset when she got that "about horizon" email and in retrospect Kaidan's suspicions are totally valid. So she forgave him.

Another thoughts on how the "2nd meeting" would have proceeded?

Non-romance Shepard's don't get an email, so it hurt more my first PT than my later modded one when I did see the email. I didn't even know about the email until I played a modded-Shepard.

Don't know really, I'm a little fuzzy on ME2 right now. Maybe just before the Reaper IFF mission, Anderson calls you over to give you more "intel on TIM" and you bump into Kaidan as he's leaving Anderson's office. Maybe you over hear Anderson eluding that you're working undercover for him as a Cerberus agent.

Kaidan could maybe say, "Why didn't you tell me he was alive and working for you as a double agent?"

Actually it doesn't show anything for anything before Ilos...
oh i took a screenshot of this, it states "this mission could be our last. Until that moment, we'd put our feelings aside for the sake of that mission...but why wait? We gave in to each other. And it was perfect.. while it lasted"

I was sad about how much Reave sucked in ME3 in 2 is was soo awesome!

Woot?! Kaidan's reave is a lot better than Samara's. In ME2, it didn't prime biotic explosions and had a loooooong recharge duration.
Conclusion: Samara is worse than Kaidan, but we all know that already.

What is hot with giving Shepard a full report of crew's mental status ?
