Mmmmh, actually, not much.
I like his voice, and he's got great lines and endearing moments ("meet me at the bar", and the bottle shooting contest was great). I somehow accepted that he was my Shep's best buddy, he still makes more sense than Liara, but it never felt natural to me.
I really liked ME1 Garrus though, he felt more real, too. Loved the Dr. Heart mission, and all the questions Garrus asked himself then, about Law, Justice, C-Sec and so on. The relationship to his father, etc. all of this made sense, and felt real, it sounded familiar and deep. I took him with Kaidan and me to Saren. I was very excited to meet him again in ME2.
When I met his avenger self in ME2, i was very much disappointed - almost betrayed.
For one, he couldn't care less about my Shep, wasn't even happy to acknowledge that she wasn't actually dead
But maybe he had changed, who knows? Maybe he had "grown up", and had gotten free of Shepard's influence?
Garrus felt sincere in ME1, but from ME2 on, i thought he was really caricatural, almost as if coming straight from a comic book.
But, yes his voice, and his voice acting are great, very elegant, but then, i can't think of any bad VA in ME.
Why did you ask?

When I read the description of your Shepard, it made think of Garrus (renegade yet far from evil, pragmatic in one word - referring to the french version of reputation system).
And I was wondering if you liked this character or not, knowing there's many you dislike

About Garrus : I agree that he was incredibly true in ME1, showing doubts we could all have in everyday life. But I don't think this was lost in ME2 : he may have become more stereotyped character, but he's still the Garrus we left at the end of ME1. The way he didn't care about you -> I think it's rather expectable coming from him. He's shy with his feelings, he won't admitt it but you're still the person he cares the most about in the galaxy (after Tali maybe). He justcan't tell it clear and loud.
I still have nostalgia about ME interface, soundtrack (wich was very particular, a thing that is lost in the next opus) and plot (just remember your spree behin your screen, when you managed to take down ONE FAKIN REAPER), but I find the metamorphosis of each single character Kaidantastic (wich means : super dupper mega over cool) - especially when speaking about Liara.

Yes, that's what I liked about ME1 - it didn't really matter that we were in the future, it didn't feel like sci-fi, cause all the characters we met, their stories were timeless
But yes, like yourself, I figured Garrus had grown apart, taken his own path - but I like your explanation about his relative "coldness", i would never have thought about it this way, thank you for this
Oh yes... ME1 look and feel... whenever i start the game, you know the loading screen, the profile (re)construction sequence with that background music? It's unique! ... Sends shivers whenever i play it...
Eh... maybe i don't like things to change? Who knows... but as I said, fortunately for me, I'm OK with how Kaidan evolved, and he's obviously the most important character for me

Werx hit a plateau in ME2 as the Krogan leader, it was great to see him in ME3 but I don't feel his character really grew much from ME2. He was a good leader in ME2 and that continued on in ME3. Wrex is a great friend and I really enjoyed being able to help cure the genophage for his people. I wish him and and Eve well.
Liara's arc is interesting, again, I think it peaked in ME2 LotSB. I like her character but I was hoping they'd do something really cool with her as the Shadow Broker. She's a good friend to my Shepard and she playfully hits on him all the time even though he's with Kaidan.
Miranda's arc is OK too, but Kaidan orbits closer to my Shepard's heart. I hated that she died in my first PT...
I also liked Garrus' growth from ME1 to ME3. It's the best-bud brother type to my Shepard.
Tali also has a good growth from ME1 to ME3, if I was a Talimancer maybe I'd feel she got the best growth. She's a good friend to my Shepard, almost like a sister.

Yet I still like her development as a character. The worse character growth I think was Tali, she's been there since ME1 but she's almost the same except no more worries about her pilgrimage. I'm going to have my shepard romance her next time I play ME2, though, maybe it's going to get interesting!
