I don't consider it cheating at all. He walked away and then sends some lame ass email as an apology. I realize that he's hurt and confused but it's not the way my Shepard would have reacted if the situation were reversed. So when she becomes involved with Thane it's was over. Kaiden would have to be a fool to think that the way they left things would lead him to believe that their relationship was still ongoing, especially since he talks about moving on himself.
That line of thinking is fine for someone who is role playing a Shepard who romanced him, but didn't care for Kaidan -- which is fine, people are entitled to like the ME2 LIs better. And even if Shepard hadn't died, their relationship was pretty new, and it could have not worked out anyway. It happens. They were swept up in the moment right before fighting Sovereign, but afterwards, perhaps they just weren't compatible.
BUT, for people who are roleplaying a character who really does want a relationship with Kaidan, and who weren't more interested in the ME2 characters, moving on does feel like cheating. Because they were kept away from Kaidan for plot reasons, not because they got a choice. So if you only see Horizon as a bump in the road, and are intending to work things out with him, romancing someone else in ME2 is most likely being done specifically to create drama in ME3 (which could be interesting, or really facepalm worthy, we'll see...).
Personally, although I see the romance with Kaidan as being over after Horizon, I could not even think about starting up a new romance, even without the thought of getting back together with Kaidan in ME3, under the circumstances laid out in ME2. I just came back from the dead, I am being forced to work for an organization I despise, and I'm about to go on a suicide mission. And then add to that, Shepard is made out to be a sexual harassment lawsuit waiting to happen, in her approach to looking for love on the Normandy. Yeah. I'd rather wait and work things out with a character I feel is most suitable for my Shepard, and stay single in ME2. It also suits the way I prefer to roleplay my character, to feel isolated and lonely during the events of ME2. She can talk to the crew, and want to get to know them, but she's not ready to move on, or let someone new get close to her just yet. That's why it would be "cheating," even while they're on a break, for my Shepard. Everyone else's mileage may vary.
