He's not a "bad boy" renegade like Garrus. He doesn't need guidance, he gives it, and I get the feeling that a lot of people don't like that because Shepard is supposed to be this all knowing being. But he sees Shepard as a human who makes mistakes and he's trying to protect her from all of that.
He's got the charming shyness of Alistair without the sillyness but also the stoic character of someone like Fenris without the anger. He's not too far in either direction which makes him feel like a real person.
If you feel like characters should all have issues that way them down and emotional baggage that their in need of help with from you, than yeah, Kaidan probably seems pretty boring. But I don't believe characters have to be so extreme to be great. They don't have to shout their emotions to get their point across. They can just lose it every once in awhile and it'll have a whole lot more meaning like it did with Kaidan on Horizon.
I like Kaidan cause he's a well-rounded human being complementing what seems to be an almost supernatural Shepard.
