I respect your opinion as well, but I honestly think I can say she looks worse (especially with direct comparison with that pic you have above). Texture resolution isn't everything, if textures' resolution has changed between games.
One of my complains with ME3, really - most, of not all characters looks worse or unnatural, beginning from strange texture or some "technology rehash" (displacement, bump, etc) and ending with animation, as well as body and facial ones. Joker, one of most lively characters, now behave like robot. Anderson looks like you looking on his face through fogged up goggles, Michel, Chakwas, Chambers - look quite different and in not good way. If it wasn't for "Kelly Chambers" above latter, I doubt I'd recognize her, even knowing she's one and only red-hair in whole Galaxy.
Not sure what to say about Miranda, she's suffered that ME2>ME3 transition as well. If you meant her suit, well, no argument here, I don't like it, neither Jack "suits", both of them. I already stated my opinion on good look and that thin border line between being attractive and vulgar, so I won't repeat it.
Regarding different look here now and then - well, they didn't give her two different looks - on-duty and off-duty, so this one is out of place. Plus, she's only one Alliance personnel who doesn't wear standard uniform. Just two coppers more.
