Ashley Williams is a strong, self-assured woman. She wouldn't stoop to fighting over a man who cheated on her. Shepard's proved by his actions he's not worth her time.

It would be pathetic and insulting to watch the two strong female characters revert to squabbling like teenagers over the rights to Shepard. In addition it wouldn't be a punishment, it would be a sort of a 'reward' or yet another example of stroking player ego.
Instead of:
"Man you suck, you hurt two women who once loved you!"
It would instead come across as:
"Wow, you're awesome! Two hot women are fighting for you!"
A catfight is a terrible, terrible and undiginified way to present this whole situation and it really shouldn't be included.

Do you think Ashley and Shepard's repairing relationship should be slow and tender due to the lost time and emotional turmoil or do you think it should be passionate because there might not be much time left?

Though there has been no official "'Til death do us part...", Sheps death basically broke them up.
Horizon underlines that statement (You were dead, I tried to move on, etc., etc,) and Shepard's choice is either to move on, too, or hope for another chance with Ash.
For the sake of simplicity, I, too, use the word 'cheating', but I just wanted to make that clear.
I hope there is a chance to get back together with her rather quickly, because I like the feeling of fighting beside"MY" woman and I think they should change things up a little and not be going by their traditional romance recipe. (Besides, most of my Sheps in a relationship with Liara are already back together with her and I expect that to be the case when ME3 starts.)
So I want that for Ashley, too.
A conversation about Horizon and the events of ME2 in general, then she says she needs to think about it, turns around walks a few steps, turns around again: "Screw this! I have already been without you for too long!" Knocks Shep to the floor whilst passionately kissing him.

As for how their relationship progresses, I'd like it mended right off the bat. Then it can be all the things, you mentioned V-Rex: Passionate, tender, sweet, exciting, etc. etc.
The actual moment when the two of them realize they still love each other and want to be together though should be pretty epic.

Depends on the Shepard. I'm with badpie and that I don't want a third "build build build build romantic scene before the last mission!" again since the relationship could already be established. I think it should happen after a "let's put Horizon behind us" convo and even that should end with something romantic.V-rex wrote...

Bah! I'm more concerned with Ashley's own hair. She's keeping that, without a helmet right?

Would make a good replacement for the 'Adrenaline Rush' skill.
